Program And Administrative Services New Collective Agreement

Departments and organisations set up voluntary departure programmes for all staff adjustments that reduce staffing levels and involve five or more affected workers who work in the same group and at the same level and in the same work unit and in which the deputy director cannot make an appropriate guaranteed job offer. The employer has adopted discipline guidelines, which contain the necessary guidelines to ensure that administrative suspensions are used appropriately and only when warranted. The guidelines include principles set out in Larson (2002 PSSRB 9) with respect to these situations. Notwithstanding the provisions of this agreement, it is agreed that the employer reimburses the worker for all costs related to the use of accounting and/or financial management services by an employee, where the use of these services is necessary due to wage calculations and inappropriate payments on the part of the employer. As has already been said, the spirit and intent of this annex of the CEF is to provide for the continuation of employment in the public service. The employer replies that job cuts (the function of a given work unit is abolished) are not tantamount to staff reductions. If an assistant director can reasonably predict the continued employment of workers in such a group, it would not be necessary to apply the provisions of voluntary departure programs, as there is no downsizing. On August 25, 2017, a Memorandum of Understanding was signed between the Treasury Board secretariat and the Public Service Alliance of Canada on incentives to hire and retain compensation advisors. Under the agreement, compensation advisors eligible for compensation retention assistance under Schedule J of the Collective Programming and Management Services Agreement (PA) may receive temporary incentives until June 1, 2018. It should be noted that Quebec residents are not eligible for the maternity or parental allowance offered under the EI plan, since the province of Quebec manages its own maternity, parenting, paternity and adoption program through the Quebec Parental Insurance Plan (QPIP).
